Metropolitan Council Meeting
Thursday, July 6, 2000


The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was Mr. John Holland of Old Hickory Church of Christ.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

Charter Revision Commission

Appointment of Mr. Bob Cooper for a term expiring September 4, 2001. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Convention Center Commission

Reappointment of Mr. John E. Barker, Sr. for a term expiring June 7, 2003. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Appointment of Mr. Randy Rayburn for a term expiring June 7, 2003. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Board of Health

Appointment of Mr. William N. Hance for a term expiring July 9, 2004. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Appointment of Dr. Ruth Stewart for a term expiring May 30, 2005. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Human Relations Commission

Reappointment of Dr. Arshi Nasseh for a term expiring April 18, 2003. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

Appointment of Ms. Lucinda Smith for a term expiring April 18, 2001. The Rules-Confirmations-Public Elections Committee recommended the appointment and Mr. Waters moved for confirmation, which motion was seconded and adopted by a unanimous vote of the Council.

BILL NO. BL2000-201
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from AR2a District to RS15 District property at Barton Lane (unnumbered), abutting the south margin of the Cumberland River (159.64 acres), (Proposal No. 2000Z-023G-14), all of which is more particularly described herein. The bill was approved by the Planning Commission. Mr. Loring requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and citizens were heard in favor of and in opposition to passage of the bill. Petitions were filed in support of and in opposition to the bill. The President declared the public hearing closed. Mr. Loring moved to defer the bill indefinitely so that both sides could get together to work out a plan acceptable to all, the bill being requested by John E. Stevenson, which motion was seconded. Discussion ensued, and Mr. Shulman called for the previous question, which motion was seconded and adopted without objection. The matter recurred on the motion to defer indefinitely, which motion was adopted by a roll call vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from RS40 District to MUN District property at 4401 Clarksville Pike, opposite Fairmeade Drive (7.54 acres), (Proposal No. 2000Z-026U-03), all of which is more particularly described herein. The bill was disapproved by the Planning Commission. Ms. Gilmore moved to defer the bill indefinitely, the bill being requested by petitioner owner Lois Winston, which motion was seconded and adopted by a by a voice vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from OR20 District to CS District properties at 617 and 619 Woodland Street, approximately 240 feet west of South 7th Street (.38 acres), (Proposal No. 2000Z-025U-05), all of which is more particularly described herein. The bill was disapproved by the Planning Commission. Ms. Beehan moved to defer the bill to the September public hearing and re-refer it to the Planning Commission, which motion was seconded and adopted by a voice vote of the Council.

The bill was disapproved by the Planning Commission. Mr. Greer moved to withdraw the bill at request of petitioner C. BILL NO. BL2000-217
An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by canceling and amending a portion of the Commercial (General) Planned Unit Development District abutting the west margin of Franklin Pike and the north margin of Gale Lane, classified SCC and CS and proposed for CS District (1.4 acres), to cancel a portion approved for two fast-food restaurants uses with a total of 3,050 square feet, thereby reducing the planned unit development district to 147,027 total square feet (Proposal No. 89P-022U-10), all of which is more particularly described herein. The bill was disapproved by the Planning Commission. Mr. Greer moved to withdraw the bill at request of petitioner C. Pat Stidham of Sterling Motor Cars, Inc., which motion was seconded and adopted by a voice vote of the Council.

An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from IR and IWD Districts to IG District property at 1311 and 1325 Vashti Street and 1326 Baptist World Center Drive, abutting the east margin of the Cumberland River (14.34 acres), (Proposal No. 2000Z-060U-03), all of which is more particularly described herein. The bill was disapproved by the Planning Commission.
