Metropolitan Council Meeting

The Metropolitan Council met in regular session on this date at 7:00 p.m. in the Metropolitan Courthouse.

The invocation was offered by Councilmember Chris Ferrell.

The Metropolitan Council gave the pledge of allegiance to the American Flag.

Mr. Harrison, Chairman of the Rules-Confirmations-Public Elections-Aviation Committee, reported that the committee had considered and recommended the appointment of Mr. Whitmon to the Board of Fire and Building Code Appeals. BILL NO. O98-1037

An ordinance amending Title 2 of the Metropolitan Code of Laws and authorizing the creation of a Central Business Improvement District for Metropolitan Government of Nashville and Davidson County, Tennessee, and to appoint a corporation to act as an advisory board to the District with the necessary powers and authority to carry out the purposes and intent of the District. The bill was approved by the Budget and Finance and Planning, Zoning, Historical and Port Authority Committees. Mr. Sloss requested a hearing from the public on this bill which had been previously advertised. The President asked if anyone desired to be heard for or against the bill, and citizens in favor of the bill were heard. The President declared the public hearing closed. A resolution appropriating Two Million Dollars ($2,000,000) from the unappropriated fund balance of the general fund of the General Services District to the Nashville Sounds for capital improvements to Greer Stadium. The resolution was approved by the Budget and Finance Committee. Mr. Sloss moved to defer the resolution, which motion was seconded and adopted by a voice vote of the Council.

RESOLUTION NO. R98-1012

A resolution amending the 1997-98 to 2002-2003 Capital Improvements Budget (Ordinance No. O97-791) to add a new water and sewer project (Project No. 97ISC0006 Owl Creek Trunk Sewers). An ordinance approving an agreement by and between The Metropolitan Government of Nashville and Davidson County, acting through the Metropolitan Police Department and the Tennessee Walking Horse Breeders’ and Exhibitors’ Association for the donation of six Tennessee Walking Horses for the horse mounted patrol unit. Upon motion duly seconded, the bill passed first reading and was referred to the Budget and Finance and Public Safety-Beer, Wine and Whiskey Committees by a voice vote of the Council.

An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for The Metropolitan Government of Nashville and Davidson County, by abandoning the public utility and drainage easements retained in the former rights-of-way of Alleys 382 and 903 which were closed by Ordinance O91-1476, (Proposal No. 97M-133U), all of which is more particularly described herein. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of the Metropolitan Government of Nashville and Davidson County, by changing from R10 District to OR20 District (Proposal No. 98Z-029U), certain property located at 3701, 3707, 3711, 3715 and 3719 Benham Avenue, north of Glen Echo Road, all of which is more particularly described herein. An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from R10 District to OR20 District (Proposal No. 98Z-016U), certain properties located on the west side of Bedford Avenue between Crestmoor and Abbott Martin Roads, and by changing from R10 District to MUL District certain properties located on the east side of Bedford Avenue between Crestmoor and Abbott Martin Roads, all of which is more particularly described herein. The bill was approved by the Planning Commission.
