The Metropolitan Council met in regular session on this date at 7:00 p.m. in the
Metropolitan Courthouse.
The invocation was offered by Councilmember Charles Fentress.
The Metropolitan Council gave the pledge of allegiance to the American Flag.
The roll was called and the following members were present during the progress of the
meeting: Varallo, Armistead, Steine, Ferrell, Waters, Patton, Black, Nollner, Majors,
Harrison, Beehan, Campbell, Hart, Dillard, Garrett, Wooden, Ponder, French, Stanley,
Graves, Clifton, Sloss, Haddox, McCallister, Holt, Johns, Kleinfelter, Arriola, Sontany,
Hall, Holloway, Hollis, Alexander, Jenkins, Turner, Fentress, Lineweaver, and President
West (38); Absent: Dale, Douglas, Crafton (3).
The Minutes of the regular meeting of December 16, 1997 were approved.

Pursuant to Resolution R92-474, I hereby appoint, subject to your confirmation, as a
member of the Municipal Solid Waste Region Board, the following eligible, qualified

Ms. April Ingram, 4628 Brick Church Pike, Goodlettsville, TN 37072.
This appointment will fill the unexpired term of Juli Mosley and will expire on
December 15, 1998.

The communication was received and read. Mr. Harrison, Chairman of the
Rules-Confirmations-Public Elections-Aviation Committee, reported that the committee had
considered and recommended the appointment of Ms. Ingram to the Municipal Solid Waste
Region Board. Mr. Harrison moved to confirm the appointment, which motion was seconded and
adopted by a unanimous vote of the Council.

A resolution recognizing Dr. Margaret L. Reynolds and the Metropolitan General Sessions
Court Safety Center.
RESOLUTION NO. R98-980
A resolution honoring Buddy Killen.

A resolution recognizing Sharon Langford for her contributions to the Nashville Humane
Association.
RESOLUTION NO. R98-982
A resolution honoring Peyton Manning on being named Tennessean of the Year.

A resolution recognizing Officer Tony Turner.

A resolution recognizing Dr. James Peebles and the Sankofa African Heritage Museum.

A resolution honoring the Father Ryan High School Football Team for their outstanding
accomplishments during the 1997 season.

A resolution approving the reappointment of Ms. Lynn Jolly to the Metropolitan
Nashville Port Authority.

A resolution approving the election of certain notaries public for Davidson County. The

- BILL ON PUBLIC HEARING -
BILL NO. O97-1021
An ordinance approving the acquisition of existing low rent housing. Ms. Beehan
requested a hearing from the public on this bill which had been previously advertised. The
bill was approved by the Planning, Zoning, Historical and Port Authority and Federal
Grants Review Committees. The President asked if anyone desired to be heard for or against
the bill, and a citizen was heard in favor of passage of the bill. The President declared
the public hearing closed. Ms. Beehan moved to pass the bill on second reading and refer
it to the Planning Commission, which motion was seconded and adopted by a voice vote of
the Council.
- BILLS ON INTRODUCTION AND FIRST READING -
BILL NO. O98-1035
An ordinance amending Section 2.36.100(G) of the Metropolitan Code of Laws to reduce to
three days the time allowed for abatement of nuisances. Upon motion duly seconded, the
bill passed first reading and was referred to the Health, Hospitals and Social Services
Committee by a voice vote of the Council.
BILL NO. O98-1036
An ordinance amending the Metropolitan Code of Laws Section 2.44.080 to authorize fees
for certain special services provided for the citizens by the Metropolitan Police
Department, the amount of those fees determined on a cost-analysis basis. Upon motion duly
seconded, the bill passed first reading and was referred to the Budget and Finance and
Public Safety-Beer, Wine and Whiskey Committees by a voice vote of the Council.
BILL NO. O98-1037
An ordinance amending Title 2 of the Metropolitan Code of Laws and authorizing the
creation of a Central Business Improvement District for Metropolitan Government of
Nashville and Davidson County, Tennessee, and to appoint a corporation to act as an
advisory board to the District with the necessary powers and authority to carry out the
purposes and intent of the District. Upon motion duly seconded, the bill passed first
reading and was referred to the Budget and Finance and Planning, Zoning, Historical and
Port Authority Committees by a voice vote of the Council.
BILL NO. O98-1038
An ordinance approving a grant from the State of Tennessee, Tennessee Commission on
Children and Youth, to The Metropolitan Government of Nashville and Davidson County,
acting through the Juvenile Court to improve Juvenile Court services. Upon motion duly
seconded, the bill passed first reading and was referred to the Budget and Finance by a
voice vote of the Council.
BILL NO. O98-1039
An ordinance to amend the Official Street and Alley Acceptance and Maintenance Map for
The Metropolitan Government of Nashville and Davidson County, by closing a portion of
Meadow View Drive, all of which is more particularly described herein. Upon motion duly
seconded, the bill passed first reading and was referred to the Planning Commission,
Traffic and Parking Commission, Public Works, Traffic and Parking and Planning, Zoning,
Historical and Port Authority Committees by a voice vote of the Council.
